Programme Specialist – NOC (Wash & CEED), Fixed‑Term

About the role

Under the guidance of the Deputy Representative, the NOC Specialist will lead the strategic development, coordination and implementation of the Safe Environments and Opportunities Programme, linking child protection and education with WASH and CEED initiatives. The role is based in Quito and focuses on strengthening national systems, governance and cross‑sectoral partnerships.

Key responsibilities

• Develop and implement an integrated programme that combines child protection, education, WASH and CEED objectives.
• Lead evidence‑based advocacy and foster partnerships with government, IFIs, private sector and civil society.
• Manage knowledge‑management processes, including data collection, analysis, reporting and contribution to UNICEF’s Programme Knowledge Network.
• Oversee monitoring and evaluation systems to ensure transparent, accurate analysis of programme performance.
• Prepare situation analyses, contribute to country programme planning and support the development of training and orientation materials.

Required profile

• Proven experience in programme development, coordination and management in the humanitarian or development sector.
• Strong understanding of child protection, education, WASH and CEED frameworks.
• Demonstrated ability to work as a national‑level convener and technical leader.
• Excellent communication and advocacy skills with experience in multi‑stakeholder environments.

Required skills

• Knowledge‑management and data‑analysis techniques.
• Monitoring, evaluation and reporting methodologies.
• Experience with programme planning and situation analysis.
