Programme Specialist – Climate Change, WASH & Emergency Preparedness

About the role

UNICEF is seeking a Programme Specialist to lead the Climate Change, Water, Sanitation and Hygiene (WASH) and Emergency Preparedness pillar in Ecuador. Reporting to the Deputy Representative, the specialist will embed climate‑responsive approaches across social services, strengthen national and sub‑national systems, and ensure continuity of essential services for children facing climate and humanitarian risks.

Key responsibilities

• Develop and coordinate climate‑resilient, risk‑informed programmes aligned with UNICEF’s Strategic Plan and the Country Programme.
• Lead knowledge management activities, including data collection, analysis, reporting and contribution to corporate “lessons learned” databases.
• Advise government, IFIs, private sector and civil society on policy, financing and service delivery to integrate climate considerations into WASH and emergency preparedness.
• Facilitate cross‑sectoral partnerships and evidence‑based advocacy to promote equity, systems transformation and national ownership.
• Monitor and evaluate programme outcomes, ensuring scalability, efficiency and alignment with government‑led solutions.

Required profile

• Proven experience in climate change adaptation, WASH, and emergency preparedness at national or sub‑national level.
• Strong background in programme design, coordination and implementation within the humanitarian or development sector.
• Demonstrated ability to work with government agencies, donors, NGOs and private partners.
• Excellent analytical, communication and advocacy skills.
