Programme Specialist – Climate, WASH & Emergency Preparedness (Fixed‑Term)

About the role

The Programme Specialist, NOC (Wash & CEED) will lead UNICEF’s climate change, water, sanitation and hygiene (WASH) and emergency preparedness programme pillar. Reporting to the Deputy Representative, the role drives strategic development, coordination and implementation of climate‑resilient and risk‑informed interventions that safeguard children’s well‑being.

Key responsibilities

• Lead the design and execution of climate‑responsive WASH and emergency preparedness programmes at national and sub‑national levels.
• Embed climate‑responsive approaches across social services and strengthen systems to anticipate, prepare for and respond to shocks.
• Ensure continuity of essential services and integrate children’s needs into climate policies, financing and local resilience strategies.
• Act as a national‑level convener and technical leader, fostering cross‑sectoral partnerships with government, IFIs, private sector and civil society.
• Drive evidence‑based advocacy, programme coherence and innovation in line with UNICEF’s Strategic Plan and Country Programme.
• Manage knowledge‑management activities, including data collection, analysis, reporting and contribution to corporate‑level lessons‑learned databases.
• Participate in donor and media briefings and develop training and orientation materials.
• Contribute to situation analyses and programme development documents.

Required profile

• Experience in climate resilience, WASH and emergency preparedness programmes.
• Proven ability to work with government agencies, international financial institutions, private sector and civil‑society partners.
• Strong understanding of equity‑focused, systems‑transformation and national‑ownership approaches.
• Ability to lead national‑level technical convenings and advocacy initiatives.
