Project Director – US Labor & Trade Initiative

About the role

Partners of the Americas is seeking a senior Project Director to lead a multi‑country technical assistance initiative that supports the implementation of labor commitments in U.S. trade agreements across Ecuador, El Salvador and Guatemala. The role provides overall strategic, technical, financial and operational leadership for a multi‑year, donor‑funded project.

Key responsibilities

• Define and execute project strategy, ensuring alignment with U.S. Department of Labor/ILAB objectives.
• Oversee technical quality, financial management, and operational processes across all participating countries.
• Lead the preparation, submission and monitoring of project deliverables, budgets and schedules.
• Manage stakeholder engagement, coalition building and risk mitigation.
• Coordinate multi‑country teams and country‑level deputies to achieve project milestones.
• Implement adaptive management, evidence‑based approaches and sustainability planning.

Required profile

• Minimum 10 years of experience managing USG‑funded or comparable donor projects.
• In‑depth knowledge of labor law and labor relations in Ecuador, El Salvador or Guatemala, and of labor provisions in U.S. free‑trade agreements and ARTs.
• Proven track record in labor programming within Latin America and the Caribbean.
• Demonstrated ability to establish and maintain robust project management systems.
• Fluent oral and written Spanish and English.
