Programme Specialist, NOC (ECD and Human Capital), Fixed Term

About the role

The Programme Specialist, NOC (Early Childhood Development and Human Capital) will lead UNICEF’s programme pillar in Ecuador, driving strategic development, coordination and implementation of integrated interventions across health, nutrition, education and social protection.

Key responsibilities

• Develop and oversee integrated ECD and human‑capital programmes aligned with national priorities.
• Strengthen systems to improve quality, equity and coverage of health, nutrition, education and social protection services.
• Facilitate cross‑sectoral partnerships with government, IFIs, private sector and civil society.
• Lead evidence‑based advocacy, programme coherence and innovation to accelerate results for children.
• Manage knowledge‑management processes, including data collection, analysis, reporting and contribution to corporate learning networks.

Required profile

• Proven experience in programme development and management within the health, nutrition, education or social protection sectors.
• Strong understanding of systems‑strengthening approaches and public‑policy environments.
• Demonstrated ability to convene multi‑stakeholder platforms and drive collaborative outcomes.
• Excellent analytical, communication and advocacy skills.
• Ability to work under the guidance of the Deputy Representative and represent UNICEF at national level.
