Humanitarian Affairs Officer – Temporary Appointment

About the role

The Humanitarian Affairs Officer will support the United Nations Resident Coordinator in Ecuador, strengthening the UN system’s humanitarian response capacity and coordinating inter‑agency mechanisms. Working closely with OCHA’s Regional Office in Panama, the role focuses on preparedness, risk analysis, and emergency response planning.

Key responsibilities

• Support the Resident Coordinator and team in coordinating the National Humanitarian Forum and Inter‑sectoral Working Group.
• Strengthen UN inter‑agency mechanisms for preparedness and response, including development of Standard Operating Procedures.
• Provide timely situational awareness, risk analysis, and monitoring of natural hazards such as El Niño/La Niña.
• Assist in emergency preparedness actions at national and sub‑national levels.
• Develop humanitarian strategies, documents, and appeals based on needs analysis and partner capacities.
• Support inter‑agency needs assessments and monitor humanitarian access trends with UN agencies, INGOs and government counterparts.
• Facilitate the collection and processing of humanitarian information from partners.

Required profile

• Professional technical assistance experience in humanitarian coordination.
• Ability to collaborate with UN agencies, INGOs, and government authorities.
• Experience in risk analysis, preparedness planning, and emergency response.
• Strong understanding of UN humanitarian mechanisms and inter‑agency processes.
