Programme Specialist – Safe Environment & Opportunities (Fixed‑Term)

About the role

The Programme Specialist will lead the Safe Environments and Opportunities Programme in Ecuador, linking child protection and education to create integrated, system‑strengthening solutions. Reporting to the Deputy Representative, the role focuses on evidence‑based advocacy, cross‑sectoral partnerships, and scalable interventions that protect children and promote adolescent development.

Key responsibilities

• Develop, coordinate and implement the Safe Environments and Opportunities Programme, ensuring alignment with UNICEF’s Strategic Plan and the Country Programme.
• Strengthen governance, public policies, financing and service delivery systems through multi‑stakeholder engagement with government, IFIs, private sector and civil society.
• Lead knowledge management activities, including data collection, analysis, reporting and contribution to UNICEF’s Programme Knowledge Network.
• Prepare situation analyses, monitor programme performance, and provide accurate, transparent reporting.
• Facilitate information exchange with donors, media and partners, and develop training and orientation materials.

Required profile

• Relevant university degree in social sciences, education, public policy or a related field.
• Experience in child protection, education, or programme management at national level.
• Demonstrated ability to convene multi‑sectoral partners and drive evidence‑based advocacy.
• Strong analytical skills for monitoring, evaluation and knowledge management.
