Programme Specialist, NOC (ECD and Human Capital) – Fixed Term

About the role

Under the guidance of the Deputy Representative, the NOC Specialist leads the programme pillar on early childhood development (ECD) and Human Capital. The role focuses on strategic development, coordination and implementation of integrated programmes that improve quality, equity and coverage across health, nutrition, education and social protection.

Key responsibilities

• Drive strategic development and implementation of ECD and Human Capital programmes.
• Strengthen systems, governance, public policies, financing and service delivery across sectors.
• Facilitate cross‑sectoral integration and partnerships with government, IFIs, private sector and civil society.
• Lead evidence‑based advocacy, programme coherence and innovation.
• Manage knowledge‑management activities, including data collection, analysis and reporting.
• Participate in donor and media visits and develop training/orientation materials.
• Prepare situation analyses and administer transparent monitoring systems.

Required profile

• Experience in programme development and management in early childhood, health, nutrition, education or social protection.
• Proven ability to work with government agencies, international partners and civil society.
• Strong analytical, advocacy and coordination skills.
• Ability to promote equity, systems transformation and national ownership of interventions.
