Legal Expert – Product Market Regulation Consultant (PMR)

About the role

The Inter‑American Development Bank (IDB) is seeking a Legal Expert to support the OECD Product Market Regulation (PMR) assessment in a selected country (Dominican Republic, Ecuador or Paraguay). The consultant will provide legal and regulatory expertise to collect, validate and document information needed to build internationally comparable PMR indicators, helping to inform evidence‑based reforms that strengthen competition and private‑sector development.

Key responsibilities

• Conduct legal and regulatory research across horizontal policy areas and key sectors such as energy, transport, telecommunications, retail distribution and professional services.
• Complete the OECD PMR questionnaire in full compliance with OECD methodology, providing precise citations of applicable legal articles.
• Engage with government counterparts to verify data, respond to OECD queries and revise answers as required.
• Document the regulatory framework and ensure consistency with OECD guidelines.
• Participate in virtual training sessions led by OECD experts and in IDB‑led coordination meetings.

Required profile

• Advanced degree in Law, Economics or a related field.
• Demonstrated expertise in competition policy, economic regulation and legal analysis.
• Experience working with government agencies or international organizations on regulatory assessments.
• Strong analytical and written communication skills in English.

Required skills

• Understanding of competition law and economic regulation.
• Familiarity with OECD methodological standards for PMR.
