Programme Specialist – NOC (WASH & CEED) – Fixed Term

About the role

The Programme Specialist, NOC (WASH & CEED) will lead the strategic development, coordination and implementation of UNICEF's Safe Environments and Opportunities Programme in Ecuador. Reporting to the Deputy Representative, the role focuses on integrating child protection and education within a robust WASH framework.

Key responsibilities

• Design and implement the Safe Environments and Opportunities Programme, linking child protection and education.
• Strengthen governance, public policies, financing and service‑delivery systems through cross‑sectoral partnerships.
• Act as national‑level convener and technical leader, driving evidence‑based advocacy and programme coherence.
• Manage knowledge‑management processes, including data collection, analysis and reporting to corporate databases.
• Contribute to situation analyses, develop monitoring systems and ensure accurate, transparent reporting.

Required profile

• Under the guidance of the Deputy Representative, with proven experience in programme development and coordination.
• Demonstrated ability to work with government, IFIs, private sector and civil society.
• Strong focus on equity, systems transformation and national ownership.
