About the role
The Chief of Party (COP) will lead the USDA McGovern‑Dole project in Quito, providing overall strategic direction, management, and technical oversight. The COP serves as the primary liaison with USDA, government partners, and local stakeholders, ensuring the programme meets its objectives and complies with all regulations.
Key responsibilities
- Provide strategic leadership for project execution, aligning activities with USDA requirements and CARE’s standards.
- Manage operational, financial, and administrative priorities, including planning, budgeting, and compliance with national policies.
- Serve as the main point of contact for donors, government counterparts, implementing partners, and the community.
- Supervise program personnel, subcontractors, and sub‑grantees to ensure technically sound assistance.
- Oversee risk management, fraud prevention, and commodity logistics.
Required profile
- Proven experience in leading large‑scale development or humanitarian programmes.
- Ability to coordinate with USDA and other government agencies.
- Experience supervising staff and managing subcontractors.
