Programme Specialist – Climate Change, WASH & Emergency Preparedness

About the role

The Programme Specialist, NOC (Wash & CEED) leads UNICEF's climate change, water, sanitation and hygiene (WASH) and emergency preparedness pillar in Ecuador. Reporting to the Deputy Representative, the role drives strategic development, coordination and implementation of climate‑resilient and risk‑informed programmes.

Key responsibilities

• Develop and embed climate‑responsive approaches across social services and WASH programmes.
• Strengthen national and sub‑national systems to anticipate, prepare for and respond to climate‑related shocks.
• Ensure continuity of essential services for children during emergencies.
• Lead evidence‑based advocacy, programme coherence and innovation in line with UNICEF’s Strategic Plan.
• Facilitate cross‑sectoral integration and partnerships with government, IFIs, private sector and civil society.
• Manage knowledge through data collection, analysis, reporting and participation in corporate learning networks.

Required profile

• Proven experience in programme development, coordination and implementation of climate‑resilient, risk‑informed interventions.
• Strong understanding of WASH, emergency preparedness and climate change mitigation.
• Ability to work with government agencies, international financial institutions, private sector and civil society partners.
• Excellent analytical and knowledge‑management skills.
