Programme Specialist – Safe Environment & Opportunities

About the role

Under the guidance of the Deputy Representative, the Programme Specialist leads the development, coordination and implementation of UNICEF’s Safe Environments and Opportunities programme in Ecuador, linking child protection and education to create integrated, system‑strengthening solutions.

Key responsibilities

• Develop and drive the strategic agenda for safe environments, ensuring alignment with national priorities and UNICEF’s Strategic Plan.
• Coordinate cross‑sectoral partnerships with government, IFIs, private sector and civil society to strengthen governance, policies and financing.
• Lead knowledge management activities, including data collection, analysis, reporting and contribution to corporate learning platforms.
• Prepare situation analyses, monitor programme performance, and provide evidence‑based advocacy to accelerate results for children.
• Facilitate information exchange with donors, media and stakeholders, and develop training and orientation materials.

Required profile

• Proven experience in programme development and management within child protection, education or related sectors.
• Strong understanding of systems‑strengthening, equity‑focused approaches and national ownership principles.
• Excellent analytical, communication and advocacy skills.
• Ability to work collaboratively with diverse partners and lead multi‑disciplinary teams.
