Programme Specialist – Safe Environment & Opportunities (Fixed‑Term)

About the role

Under the Deputy Representative, the Programme Specialist leads the Safe Environments and Opportunities Programme, linking child protection and education. The role drives integrated, system‑strengthening approaches to create protective environments for children.

Key responsibilities

• Develop, coordinate and implement the Safe Environments and Opportunities Programme at national level.
• Lead evidence‑based advocacy, programme coherence and innovation across government, IFIs, private sector and civil society.
• Manage knowledge‑sharing processes, data collection, analysis and reporting for programme learning.
• Prepare situation analyses, work plans and monitoring frameworks, analysing socio‑political‑economic trends.
• Facilitate cross‑sectoral integration of protection, education and community‑based systems.

Required profile

• Strong understanding of child protection, education and governance frameworks.
• Experience in programme design, implementation and monitoring at national scale.
• Proven ability to convene multi‑stakeholder partnerships and lead technical teams.
• Excellent analytical and communication skills for advocacy and knowledge management.
